On December 11, 2024, along with three other witnesses, Joe testified at the House Foreign Affairs Committee hearing on Communist Cuba’s disregard for Human Rights. The Cuban regime continues to sponsor the Marxist, Puerto Rican, FALN terrorists who murdered his father Frank Connor. Joe spelled out why Cuba should remain on the State Sponsor of Terror list by specifying several instances of Cuba’s support for the FALN’s reign of terror in the 1970s and 80s. Today Cuba sponsors convicted terrorist fugitives including FALN bomb maker William Morales, FALN armored car robber Victor Gerena and BLA cop killer Joanne Chesimard (Assata Shakur).

Joe further called for the passage into law of the Frank Connor and Trooper Werner Foerster Justice Act to bring Morales and the other fugitives to American Justice.
